Development and recruitment of human resource
The effort to solve the problems of decommissioning will be made by none other than ‘people’. Since the problems of decommissioning are difficult and broad, many people with broad backgrounds, with high levels of specialized knowledge, are required to be engaged in activities to solve the practical technical problems. Also, decommissioning will take a long time, so it is important to develop and secure human resources from a long-term perspective.
Therefore, each institute that participates in the Decommissioning R&D Partnership Council engages in developing, securing and transferring human resource such as researchers and engineers with a shared awareness of long term sustainability.
In particular, universities and others implement training programs that include plant visits and internships to allow them to have a real feeling for the work, as part of their human resource development efforts, in order to contribute to decommissioning from their perspective. These efforts do not end within the universities, rather, industry and academia are working together as one as TEPCO and manufacturers, who perform the work and R&D at the plant, cooperate and participate as well.

Human resource development efforts by universities and others
Ministry of Education, Culture, Sports, Science and Technology (MEXT) sees that among the important areas of human resource development such as for decommissioning, it is difficult for the private sector alone to address collection of knowledge from diverse fields for long-term basic and fundamental research, to overcome problems and to proceed with decommissioning safely and surely, and so has started its “Human Resource Development and Research Program for Decommissioning of the Fukushima Daiichi NPS” with the goal of human resource development to contribute to the solution of those difficult problems.
MEXT has formed a base for these programs, centering on 7 universities and research institutes.
